Detailed description of project Back

The Support project to the vocational training sector in Algeria will reinforce the efforts of the Algerian Government towards modernization.

The global objectives of the projects are:

  • To improve the ability of the vocational training system to meet the need of individuals and companies by adapting the offer to the social and economic demand;
  • To improve companies competitiveness in view of the creation of the Euro-Mediterranean free-exchange zone;
  • To adapt the vocational training system to a free enterprise economy;
  • To provide the Algerian population with better insertion and retraining on the labour market.

The specific objective of the project is to adapt the vocational training system to the needs of individuals and companies.

The evaluation is formally foreseen in the Financial Agreement. It aims at verifying the good use of EC funds through a periodical assessment of the project efficiency. These evaluations will appreciate to which extent the objectives have been met and if target groups and beneficiaries actually benefit from the project.

The direct beneficiaries of the evaluations are the Delegation of the European Commission in Alger and the Algerian Ministry of Vocational Training. The indirect beneficiaries are all project-actors.

Type of services provided

A total of 4 evaluation missions are foreseen:

  • First evaluation 1 year after actual start of the project;
  • Mid-term evaluation after 3 years of activity;
  • Final evaluation, at the end of the project;
  • Evaluation ex post one year after project completion to assess the project impact.

The aim of the process is to determine the relevance and fulfilment of the objectives, the efficiency, effectiveness, sustainability and impact of the project.

The missions are carried out by a team of 3 experts:

  • Team Leader (international) specialized in vocational training project management and evaluation;
  • An international expert specialized in “training – employment” sector and in project evaluation;
  • A national expert specialized in training engineering and indicators.

PROMAN and Integration are both responsible for the backstopping of the missions.
