The overall objective of the Sector Reform Contract (SRC) “Support to Police reform” is to assist the Government of the Republic of Moldova in ensuring the rule of law, enhancement of public order and security, combatting organised crime and protection of human rights through development of an accessible, accountable, efficient, transparent and professional police force.

The global objective of this assignment will be to provide an external, independent assessment of the competent authorities’ performance on the programme’s nine specific indicators (or: specific conditions) for the year 2018 (2nd variable tranche).

The specific objectives of this assignment are:

• To assess compliance with the General Condition on Public Policy;
• To assess compliance with the SRC “Support to Police Reform” specific conditions.

Type of services provided

• To assess compliance with the SRC General Condition on Public Policy and to provide a substantiated judgement;
• To assess and value the degree of achievement of the 2018 SRC specific conditions;
• To provide a substantiated recommendation regarding the disbursement (in full/partial/no disbursement) of the 2018 specific conditions;
• Identification, assessment and (potential) impact taxation of any deviations from the stipulations of the Financing Agreement and their underlying reasons/causes;
• Identification, assessment and description of the institutional capacities of the Moldovan competent authorities to implement the remainder of the SRC “Support to Police Reform”.
