The energy efficiency target of the ISESE 2035 is to achieve 18% energy saving by 2035. This will bring the primary energy intensity down to 0.037 ktoe/Mil.EGP in 2035. To achieve this target
several measures should to taken into consideration. The energy strategy has identified 13 EE packages of measures in different economic sectors. These packages include:

1. Institutional development for the energy efficiency sector.

a. In the Industrial Sector:

  • Programs in the largest energy – consuming industrial sectors
  • Programs in cross-cutting technologies
  • Transforming the EE market for industry

b. Building sector

  • Replacement of existing electric appliances with EE ones
  • Interventions on new buildings envelope & systems
  • Energy refurbishment of existing buildings envelope & systems.

c. Transportation sector:

  • Energy efficient road vehicle stock
  • EE practices for the general public and the professionals
  •  Fostering the use of EE modes for passenger transport
  • Fostering EE in freight transport and logistics

The ISESE 2035 has focused on the first phase (2015-2020) regarding the development of the EE institutional setup. Based on this NEEAP II (2018-2022) main objective was the development of this institutional setup. For this target NEEAP II requested a dynamic institutional setup, which is consistent with prime minister decree in 2009, regarding the institutional setup of the EE activities to be based on the centralized planning, follow-up, and decentralized implementation through sectorial energy efficiency units.

NEEAP II has requested the increase of the sectorial EE units in different economic sectors from three on the demand side and two on the supply side, before NEEAP II to become nine units on the demand side in addition to those on the supply side. The EE units which were established before NEEAPII includes three units on the demand side in the ministries of; industry, housing and building, Tourism, in addition to the two units in the supply ministries for electricity and renewable energy and ministry of petroleum and mineral resources. NEEAPII has requested to add units in transportation sector, public enterprises, education and youth and sports. Furthermore, it requested to breakdown the unit in the ministry of building and housing into a unit for EE in building and one for the utilities (water treatment and sanitation). Although a unit for EE in the education ministry has been developed, it still lacking capacities and a work program. The other remaining units in the ministries of Transportation, public enterprises, youth and sport and water utilities have not been established yet.

On the other hand, the institutional setup proposed by NEEAP II include Monitoring, Verification and Registration MVR setup, which include certified energy managers, energy auditors and energy registry. On the financial side the institutional setup requested the establishment of a financial facility, which include, EE fund, EE loan guarantee facility and financial hub for all national and international program for the support of EE implementations.

The EECU unit at the ministry of electricity and renewable energy has engaged in several activities in cooperation with different international development entities to implement parts of these activities as shown in section 1.2 of this ToR. Yet, due to the different support entity are working in parallel with different backgrounds, a substantial coordination support is needed.

On the other hand, the NEEAP II will end by 2022, accordingly NEEAP III needs to be developed based on the outcomes of NEEAP II as well as to try to recover the delay in implementing NEEAPII as well as move forward with the EE activities towards phase II, as proposed by ISESE 2035 for the implementation of demonstration projects as well as develop energy efficiency incentives.

This ToR is for supporting the EU Delegation and the Government of Egypt in:

(i) Conduct a status analysis for the implementation of NEEAP II and propose necessary correction actions, activities coordination of the EECU at MoERE and development NEEAP III 2022-2025.
(ii) Support for the establishment of the EE sector units at Ministries of; Public enterprises, Housing and Building for Water treatment utility, Youth and sport and Transportation. This include unit institutional setup and Governance, capacity building, work program, develop a benchmarking scheme and doing quick energy audits.

Specific objective(s):

  • Provide support to EECU at MoERE to conduct a status analysis for the ongoing EE activities in the country in general and those requested by NEEAPII and propose enhancement, improvement adaptations, or alternatives to overcome implementation challenges.
  • Provide support of the EECU at MoERE to coordinate between the ongoing activities under implementations by different international development entities to ensure the harmonization of these activities, relief the overlaps and duplicated efforts as well as develop a follow up plan and a coordination body of these activities.
  • Provide support to EECU in the MoERE in developing NEEAP III (2022-2025) based on the outcomes of NEEAP II such that it takes into consideration unfulfilled tasks, tune up these targets to overcome the implementation challenges and provide additional measures to fulfill the strategic plan of the ISESE 2035 to move towards the second phase (2021-2025), which is implementation of demonstration projects as well as develop energy efficiency incentives. NEEAP III should stick to the general policy framework of the EE activities as well as followed the Arab League guidelines.
  • Provide support to line ministries through EECU at MoERE to establish their EE units and provide necessary structure and governances. This will benefit from the crosscutting issues and commonalities such that a model unit for EE can be devised with necessary tune up to fit with each specific sector. This will extend to cover also ministry of education, which has established its unit, yet the unit is still under capacity.
  • Develop a work plan for the develop units. These work plan will include a benchmarking program for energy efficiency, quick energy audits, qualify necessary energy managers, and establish of sector EE register.
  • Provide all capacity building necessary to fulfill the aforementioned targets. This capacity building should be collective as much as possible to benefit from commonalities and crosscutting activities.


General description of the position:

  • Expert category: Cat. I (>12 years of experience)

Qualifications and skills required:

  • At least Master Degree academic level in Engineering

General professional experience:

  • Proven experience of at least 15 years in Energy Efficiency program design, Energy efficiency technologies, strategic planning, financial and economic modelling, strategies and more generally sustainable energy.

Specific professional experience:

  • 10 years experience in leading and /or participating in at least 4 Technical Assistance Assignments related to sustainable energy
  •  Proven experience of at least 5 years in working with governmental executive officers
  • Proven experience of at least 5 years work in the European Southern Neighbourhood region.
  • Proven experience of at least 2 designs of large-scale international cooperation projects and programmes in the fields of green energy, sustainable energy or energy efficiency.
  • Proven experience of at least 2 years of conducting stakeholders’ consultations and analysis is an asset.
  • Proven experience of at least 3 years of project management. Experience in EU-funded projects or programme is an asset.
  • Proven international experience outside country of origin.

Language skills:

  • Fluency in written and spoken English is mandatory.
  • Knowing of Arabic is an advantage for better communications with the beneficiaries and stakeholders.
  • Languages levels are defined for understanding, speaking and writing skills by the Common European Framework of Reference for Languages available at and shall be demonstrated by certificates or by past relevant experience.
