The overall objective (Impact) to which this contract will contribute is to enhance the EU-ASEAN partnership and reduce negative environmental impacts, as well as climate-related and disaster risks covering key areas of the European Green Deal.

This aligns with the Multiannual Indicative Programme (Regional MIP Asia and Pacific 2021-2027) which identifies implementing the EU’s new Strategic Partnership with ASEAN, notably in the areas of green and inclusive sustainable development as one of the main objectives of EU-ASEAN cooperation.

The specific objectives (Outcomes) of this contract are as follows:

  • Outcome 1: Cooperation with and within ASEAN for developing and implementing ambitious climate policies is improved;
  • Outcome 2: The equitable and sustainable management of regional natural capital and landscapes is made more effective;
  • Outcome 3: The transition towards sustainable and climate resilient food systems in ASEAN is promoted;
  • Outcome 4: The transition towards clean energy and greater energy efficiency is accelerated.

Qualifications

Qualifications and skills:

  • A minimum of a master’s degree or equivalent relevant to the science, economics, law or governance of biodiversity, sustainable land use, forestry and oceans, or 15 years of equivalent professional experience directly relevant to these fields;
  • Excellent command of written and spoken English language. Proficiency in at least one additional official language of the ASEAN member states would be preferred.

General professional experience:

  • A minimum of 10 years professional experience in areas directly relevant to biodiversity, sustainable land use, forestry and oceans.

Specific professional experience:

  • A minimum of 5 years of professional experience in providing technical assistance services to government entities or regional/international organisations;
  • Relevant professional experience of at least 5 years working in Southeast Asia would be preferred;
  • Previous experience with EU-funded projects would be preferred;
  • Previous experience with mechanisms such as FLEGT (Forest Law Enforcement, Governance and Trade) and REDD+ would be preferred.
