The overall objective of the Programme of which this contract will be a part of is follows: to support Jordan in achieving enhanced social equity and sustainable growth through to free and equitable access to quality of primary and secondary education and development of relevant qualified skills for employment. At the impact level, this will make an important contribution towards developing a workforce with the skills, qualifications, capabilities and behaviours necessary to achieve Jordan’s economic and societal ambitions.

The purpose of this contract is as follows: to provide the beneficiary country, Jordan, and in particular the Ministry of Education (MoE), with demand driven technical assistance, with a special focus on the following (1) Department of Planning, Research and Policy Strategic Planning; (2) Education Training Centre (ETC) and Educational Quality and Accountability Unit (EQAU) and (3) Department of Vocational Education – to deliver improved quality education services based on increased capacities.

Capacity development is a complex and lengthy process and needs to be locally driven. It focusses on individuals, organisations and enabling environment, and should be integrated in the sector plan.

In compliance with the specific objectives of the Financing Agreement to support the quality of Education and Technical, Vocational Education and Training (TVET) in Jordan, the technical assistance (TA), with an advisory and capacity building role, will be embedded in the MoE, and aims at:

  • Strengthening education system management in order to improve equity, inclusive education and quality;
  • Strengthening quality monitoring of education (particular focus also for EQAU and ETC);
  • Supporting as necessary to the linking of all licensing, supervising and monitoring activities to data contained in the OpenEMIS, for the entire education sector, satisfying the data needs of all educational departments for day-to-day monitoring and strategic mid- to long-term planning;
  • Support to strengthening the overall career path for teachers, focussing on pre-service training in selected grades and teachers of children with disabilities;
  • Support to VE reform in line with TVSDC action plan, with a focus on teachers professional development and training;
  • Supporting communication and visibility activities in the education sector and showing EU support contributes to results in effective reforms and sustainable change in the country, promoting transparency and accountability in the education sector.


Qualifications and skills:

  • Post-graduate university degree or above in Education with a focus on technical and vocational education or any related fields and experience in working with TVET institutions;
  • Excellent communication and knowledge transfer skills (for capacity building activities);
  • Ability to write clear technical reports in English and excellent command of spoken English and associated writing skills;
  • Must be computer literate and able to use relevant software;
  • Experience working in Jordan and/or neighbouring countries will be an added advantage.

General professional experience:

  • A minimum of 10 years professional experience.

Specific professional experience:

  • At least 10 years’ working experience in providing support to the strengthening of TVET systems with a focus on VE;
  • Experience with performance evaluation in the VE sub-sector;
  • Experience with VE teacher management policies, in particular assessment (eg Professional Development Standards);
  • Experience in training of trainers for VE;
  • Experience of delivery through blended learning approaches (online delivery for individual learning and in presence discussions) is an asset;
  • Experience on strengthening digital competences and develop a framework for evaluating them is an asset.
