The general objective of this assignment is to bring technical support to the Government of Zambia and #TEAMEUROPE+ for the project preparation of its new Global Gateway programme NEWZA.

The contractor will prepare and assist with the following specific objectives:

  • Specific Objective 1 (SO 1): To contribute to a general technical support and overall assessment for the NEWZA’s preparation phase, in particular for environmental and social aspects;
  • Specific Objective 2 (SO 2): To bring specific technical assistance for engineering consultancy, design, preparation and procurement to the activities included in the four outputs of NEWZA (above-referred).

Qualifications

Qualifications and skills of the team:

  • Relevant university degree for key experts;
  • Relevant post-graduate qualification be an advantage.

General professional experience of the team:

  • Minimum years, accordingly to the expert’s category, on professional experience in the relevant field.

Specific professional experience of the team:

  • Demonstrable expertise in management/leadership in the preparation, design, procurement and implementation of large-scale water/energy projects will be required;
  • Demonstrable expertise in carrying out of technical and/ or pre-feasibility studies for water supply and sewerage network development/expansion will be required;
  • Demonstrable expertise in carrying out review of operations of commercial water utility companies will be required;
  • Demonstrable expertise in international procurement and market assessment for water and energy investment will be required;
  • Demonstrable expertise in carrying out environmental impact assessments for water supply and sewerage network development/expansion or energy projects will be required;
  • Demonstrable expertise in carrying out social impact assessments for water supply and sewerage network development/expansion or energy projects will be required;
  • Demonstrable expertise in carrying out of technical and/ or pre-feasibility studies for the development of solar photovoltaic will be required;
  • Demonstrable expertise in preparing solicitation documents for large-scale projects, preferably water supply and sewerage network development/expansion or energy projects for international tenders (FIDIC or international equivalent) will be an advantage;
  • Demonstrable expertise in developing Financial and Economic models as well as carrying out risk analysis studies for large-scale projects preferably in water supply and sewerage network development/expansion and/or energy will be an advantage;
  • Demonstrable expertise in legal review for successful implementation of large scale projects preferably in water supply and sewerage network development/expansion and/or energy will be an advantage;
  • Demonstrable expertise involving the assistance of governments of developing countries in preparing and/or implementing sector plans and programmes (policies, strategies, road maps etc.) – preferably in the water supply, sanitation and energy sector with emphasis on energy water nexus, sustainability and efficiency will be an advantage;
  • Demonstrable expertise involving the assistance of governments of developing countries in preparing an EU funded programme estimate, preferably one of them in the energy and or water access sector will be an advantage;
  • Demonstrable expertise in developing and preparing technical design project for international tenders (FIDIC or international equivalent) will be an advantage;
  • Demonstrable expertise in private sector companies for water supply, sanitation and renewable on both project’s phases, Engineering, Procurement and Construction phase or operating and transfer phase, will be an advantage;
  • Demonstrable expertise in system’s digitalization (vDMA & SCADA) as well as network management (pressure zone development and DMA set-up) will be an advantage;
  • Demonstrable expertise in the field of international cooperation will be an advantage;
  • Demonstrable expertise working with EU/KFW/GIZ/UNCIEF procedures will be an advantage;
  • Good knowledge of and previous experience in Southern African region, notably in Zambia will be an advantage.

Language skills of the team:

  • Fluency in both written and spoken English.

Minimum number of working days:

  • Expert 1, Cat. III: 150 working days;
  • Expert 2, Administrative expert: 60 working days;
  • Expert 3, Cat. I: 180 working days;
  • Expert 4, Cat. II: 500 working days.
