The main objective of the mission is to provide technical assistance to Saba and Sint Eustatius for the design/formulation of their new cooperation programmes for the period 2021-2027 (territorial envelopes), as well as the organisation of trainings on budget support.

The Specific objectives are:

  • To provide assistance required by Saba and Sint Eustatius’ governments on the formulation of their 2021-2027 territorial programmes, including on the Action Document and its annexes, until their approbation by the EU Delegation. The formulation shall build on the respective multiannual indicative programmes (MIPs) for Saba and Sint Eustatius
  • To analyse the relevant sector policies for the MIP priority areas, the public financial management and macro-economic situation of the OCTs.
  • To ensure understanding and to develop capacity of stakeholders on budget support (as the modality of implementation of their territorial programmes).

Assistance in drafting the required deliverables will be done on the basis of the EU templates in force at the time of drafting.


General description of the position:

  •  Expert category: Cat. I (>12 years of experience)

Qualifications and skills required:

  • Have a master’s university degree in agronomy or similar Be an excellent communicator, both written and orally.

General professional experience:

  • Have 12 years of relevant professional experience including policy advice to public administrations.

Specific professional experience:

  • Have at least four experiences on EU policies on sustainable agriculture ;
  • Have at least four years of experience with EU-funded programmes, preferably with the identification and formulation of EU funded programmes on sustainable agriculture;
  • Have experience with EU budget support operations in general or on sustainable agriculture in particular is an added advantage.

Language skills:

  • Be fluent in oral and written English,
  • Have knowledge and good understanding of Dutch is an important added advantage.
