The overall objective of the project is as follows: To support Government efforts in the diversification and recovery of the economy from the COVID-19 Pandemic while promoting the balanced and inclusive growth of economically sound regions.

The purpose of this contract is as follows: To enhance the competitiveness and value-added of the fruit and vegetable sector of the Lankaran economic region also addressing the negative economic consequences of the COVID-19 Pandemic by:

  • Improving the system for territorial development planning so that it considers and reflects climate change concerns in natural resource management and introduces regional profiling to the economic region;
  • Improving entrepreneurial and investment conditions in the region;
  • Establishing a modern network of local economic and community cooperation hubs in the fruit and vegetable sub-sector.


(Agri-food business: The businesses that form a part of the agri-food industry, along with farmers, are a variety of enterprises that deal with every aspect of the food production, sale and delivery system. They include suppliers, producers, transporters, and retailers.)

 Qualifications and skills:

  • At least a university degree relevant to this tender or in its absence 3 years of professional experience in agri-food business development above the general professional experience requirement;
  • Fluency in oral and written English (at least level 2 on a scale of 1 [excellent] to 5 [basic]);
  • Command of Azerbaijani, Russian or Turkish language would be an advantage.

General professional experience:

  • At least 8 years of professional experience in the field of agri-food business development or management or marketing in the last 12 years;
  • Relevant work experience in the above subjects working in the EU or EU candidate countries would be an advantage.

Specific professional experience:

  • Practical experience with at least 200 WD input as expert in development of investment programs/plans and/or projects in the agri-food sector in the last 8 years;
  • Experience in collaborative undertakings, preferably in fruit and vegetable sector, would be an advantage.

An indicative total workday budget allocated to the three key experts is 2,020 work days.
