To contribute in the design of grant contracts to support implementation of the programme, Green and Smart Cities SASA in the framework of the Team Europe Initiative under the 2021 – 2027 EU Multi annual Indicative Programme (MIP) for Tanzania.

Specific objective

  • Assess and analyse the needs for social facilities, local markets, drainage and basic services to be upgraded to serve the poor urban communities in Pemba,
  • Propose interventions to respond to the identified needs in line with the Green and Smart Cities SASA programme,
  • Support on the preparation and awarding processes of Grant Contracts to implement the activities in response to the identified needs,
  • Support to the monitoring of the implementation of the Grant Contracts.

Qualifications

Expert category:

  • Cat. I (>12 years of experience)

Qualifications and skills required:

  • Masters Degree or above in urban policies, economic development, urban planning, local governance, urban infrastructure and social sciences or, in its absence, equivalent professional experience related to the previously mentioned fields, which duration must be above the general professional experience required below.
  • Oral and written communication skills including competences as moderator of meetings
  • Conceptual, drafting and reporting skills (experience with methodological tools would be considered as an asset),

General professional experience:

  • 12 years or above professional experience in development cooperation/international relations.
  • Working experience in similar projects in Southern and East Africa region will be an advantage.

Specific professional experience:

  • 5 years or more experience in the design and implementation of programmes aiming at supporting sustainable urban development in partner countries, preferably in EU support programmes.
  • 5 years or more of experience in the following domains: (designing and conducting studies and analysis in fields related to the assignment, and in drafting related concept notes; Management of call for proposals and grant contracts; implementing and mainstreaming Cities and local authorities public policies, in overall EU development cooperation; organising and delivering seminars and workshop related to urban development, including in decentralisation reforms, local and territorial development, and the mainstreaming of Cities and local authorities in EU supported programmes and projects).

Language skills:

  • C1 level in English (oral and written)
  • Kiswahili would be considered as an asset
