The global objective of this assignment is to accelerate the energy transition process in the country.

Specific objective(s):

  • Effective energy policy and strategic framework in place, duly implemented and monitored.
  • National legislation aligned with the EU Energy acquis.
  • Institutional capacities for implementation and enforcement of the legislation strengthened.

Qualifications

Qualifications and skills:

  • All experts should have at least a Master’s degree or a Bachelor Degree + 5 years of additional professional experience.

General professional experience:

  • Minimum four long-term experts should cover efficiently all activities/deliverables described in 2.3.2. If this is not possible, and more specialized experts are available for specific tasks, teams of experts can be proposed, but the Team Leader or a Deputy Team leader are expected to be based in Skopje for the duration of the project, to ensure a constant flow of policy and legal recommendations as well as capacity building activities to the Ministry of Economy and other institutions. Each of the experts should have at least 6 years of general experience on energy related matters, out of which at least 4 years of advisory services to Governments.

Specific professional experience:

  • Cumulatively, experts should have at least 3 years of specific experience in each of the following areas:
  • assisting Governments in the elaboration of energy transition plans (policies, strategies, roadmaps….) in line with the latest EU policies in the sector;
  • implementation of energy transition reforms and legislation;
  • managing development projects in the area of energy (team leader or equivalent);
  • transposition and implementation of EU energy efficiency legislation;
  • promotion of renewables generation including incentive schemes, legislation and simplification of administrative and regulatory procedures;
  • high level policy advice for Governments on energy policy/transition Experience as team leader or deputy team leader in managing minimum two (2) project providing technical assistance to central governments in the area of energy-criterion to be met by the Team Leader.
  • Experience in tariff review, financing modelling in the energy sector, generation of renewables in agriculture and forestry, Just Transition processes, Energy Performance Contracting and promotion of Public Private Partnerships would be an asset.

Language skills:

  • English: all experts must possess at least a level C1 expertise.
