The global objective is to contribute to the implementation of the Employment Strategy of the Republic of Azerbaijan 2019 – 2030 and its action plan, fostering decent job opportunities through effective labour market policies, offering quality career guidance and vocational education and training services to youth, adults, and special target groups, promoting social inclusion, cohesion and strengthening the governance of the Labour Market.

The specific objectives of this assignment are:

  • To support the development of career guidance for adults in the lifelong learning context, including career services for special target groups (unemployed youth, military veterans, disabled) and specialised training programmes for target groups and their reintegration in the labour market;
  • To support the institutional development of Vocational Training Centres (VTC), strategy and management of the VTCs to fit the context of local development;
  • To support the National Observatory on Labour Market and Social Protection Affairs (NO) to develop further the skills matching system in Azerbaijan.

Qualifications

Qualifications and skills:

  • At least Master’s degree in Statistics, Public Policy, Human Capital Development, Social Sciences, Business Administration, or in its absence at least 5 years equivalent professional experience above the required general professional experience.

General professional experience:

  • Minimum 12 years of working experience in the data management and data analysis relevant for labour market/employment and skills sector.

Specific professional experience:

  • At least 5 years of working experience in skills anticipation;
  • At least 3 years in digital solutions and/or use of statistical software for labour market/employment and/or skills sector;
  • An asset: Experience in designing/ working with digital platforms and/or portal for public information.

Language skills:

  • Excellent spoken and written English (at least level 2 on a scale of 1 [excellent] to 5 [basic]);
  • Command of Azerbaijani, Russian or Turkish languages is an asset.
