In support of overall EU-PNG cooperation, the overall objective of this action is to improve gender-responsive Water, Sanitation and Hygiene (WaSH) services and practices in the Autonomous Region of Bougainville (AROB) based on the EU-PNG MIP 2021-2027 and in line with current agreed processes of the drawdown of powers.

The purpose of this action is to support the preparation, in close collaboration with mandated ABG institutions, notably the Department of Health, of key documents implementing EU-PNG MIP Priority Area 2 Water, Sanitation and Hygiene (WaSH) for Human Development actions under the Annual Action Plan 2022 to be financed from the Neighbourhood, Development and International Cooperation Instrument (NDICI-Global Europe) and more specifically the Action “South Bougainville Rural Water, Sanitation and Hygiene (WaSH) Programme”.

Qualifications

Qualifications and skills:

• Master’s Degree in Water and Sanitation, Water management, Institutional Management, Human Resource Development and Management or related field of study;
• Excellent communication skills.

General professional experience:

• A minimum of 12 years’ experience in the WASH sector, tools of which at least 8 years in developing countries.

Specific professional experience:

• At least 6 years’ experience in WaSH institutional development, including the development and implementation of capacity building plans for medium-sized organisations (10-50 people);
• At least 5 years of experience in EU procedures;
• Proven experience in drafting EU service contract procurement documents;
• Proven experience in institutional strengthening and capacity development of WASH sector organisations.

Language skills:

• Expert must be fluent in both written and spoken English.
