The global objective is to strengthen the capacity of relevant public institutions, to support the effective organisation of the public administration structure, and to support the approximation of national legislation, regulations and quality standards to the commitments made under the Environment Chapter of the EU-Moldova Association Agreement (AA), and other related chapters as relevant.

Specific objective(s):

The specific objective is to support the preparation of a Twinning programme as well as to draft the Twinning Fiche and its annexes. The twinning will be focused on air quality and other indicated environmental areas. Apart from air quality, the expert will in a similar manner review the areas of circular economy/waste management, sound management of chemicals, and integrated environmental data system with the purpose of including of these areas in the twinning programme and fiche. The focus will be on relevant actors’ needs for capacity building and the need for approximation, development and implementation of national legislation, regulations and quality standards to align with the Environment Chapter of the EU-Moldova Association Agreement, and other related chapters as relevant. The twinning is planned under the Annual Action Programme 2021.


Qualifications and skills:

  • At least Master’s Degree in environmental science, environmental engineering, sustainable development, political science or any other related field is required, or in its absence equivalent professional experience of 3 years in addition to the general professional experience below.

General professional experience:

  • At least 12 years of experience in the field of environment or other fields related to the lot is required.

Specific professional experience:

  • Specific professional experience in the field of air quality, environmental information systems, circular economy/waste management, and environmentally sound management of chemicals will be an asset.
  • Experience in at least two EU-funded projects involving the drafting of Twinning fiches or similar documents will be required.
  • Proven professional experience in ENI East countries or IPA beneficiaries will be an asset.

Language skills:

  • Excellent command of English language (C1 level or above) is required.
  • Knowledge of Romanian and/or Russian is considered an asset (B2 level or above in at least one of the languages).
