The general objective of the assignment is to complement the Commission’s Impact Assessment by identifying the main concerns and potential impacts of the CBAM on candidate countries (5) potential candidates (2) and countries of the European Neighbourhood Policy (16) – the “NEAR countries” and the Russian Federation.

The specific objective of the assignment is to undertake a quantitative and qualitative evaluation of the impacts of the proposed CBAM on the economic, social and environmental prospects of “NEAR countries”. Such an evaluation will inform the Commission’s possible responses, such as how to recognise the approximation with EU energy and climate acquis in the CBAM design or what supporting measures would be relevant.


Qualifications and skills:

  • University education to at least a master’s degree level in Economics, Business International Relations or equivalent;
  • Excellent analytical and writing skills.

General professional experience:

  • 3-5 years of professional experience in the field of economic analysis.

Specific professional experience:

  • Knowledge of decarbonisation policies and emission/ emission reduction cost assessment methodologies;
  • Sound theoretical and practical background in the field of business and investment climate.

Language skills:

  • English proficiency, both written and spoken.
