The overall objective is to provide a detailed review of the implementation of the Education SRPC and to enable the EU to use the outcomes of the reviews for decisions on instalment disbursement and programme execution.
To conduct one or two review missions annually during the fiscal years 2023, 2024, 2025 and 2026 for the disbursement of the fixed and variable instalments:
- The first review mission(s) will verify compliance with conditions attached to the release of the 2023 tranche. The conclusions of the first review mission will be used to decide upon the disbursement of the fixed and variable instalments of the Education SRPC (€2 million and €5 million respectively), indicatively scheduled for Quarter 2 of 2023;
- The second review mission(s) will verify compliance with conditions and/or achievement of targets attached to release of the 2024 tranche. The conclusions of the second review mission will be used to decide upon the disbursement of the fixed and variable instalments of Education SRPC (€2 million and €5 million respectively), indicatively scheduled for Quarter 2 of 2024;
- The third review mission(s) will verify compliance with conditions and/or achievement of targets attached to release of the 2025 tranche. The conclusions of the third review mission will be used to decide upon the disbursement of the fixed and variable instalments of Education SRPC (€2 million and €5 million respectively), indicatively scheduled for Quarter 2 of 2025;
- The final review mission(s) will verify compliance with conditions and/or achievement of targets attached to release of the 2026 tranche. The conclusions of the final review mission will be used to decide upon disbursement of the last fixed and variable instalments of Education SRPC (€1 million and €5 million respectively), indicatively scheduled for Quarter 2 of 2026.
Qualifications
Qualifications and skills:
- Master’s degree in the field of education, pedagogy, economics, social science, international relations or other relevant field or in its absence, professional experience in the relevant sectors of a minimum of 7 years.
General professional experience:
- At least 6 years’ experience in the field(s) relevant to the assignment.
Specific professional experience:
- At least 5 years of cumulative experience in review, assessment or evaluation;
- Experience in review/evaluation of the EU-funded projects/ programmes in at least two post-soviet countries;
- Working experience in at least one review/evaluation mission or implementation of the EU Budget Support programme, preferably in education sector;
- Working experience in at least one EU-funded project/programme in Kyrgyzstan.
Language skills:
- Fluency in English; Knowledge of Russian will be an asset.
