The global objective of the assignment is to contribute to improved inclusive socio-economic development of Pakistan, and ensure that there is sufficient well-skilled and relevant human capital to meet private sector needs in the intervention areas of the EU Multi-Annual Indicative Programme 2021-27.

Specific objective(s):

  • The specific objective of the assignment is to assist the Government of Pakistan and the EUD in defining the next phase of the support provided by the EU to the TVET Sector in Pakistan, in line with the provisions of the MIP 2021-27. EU funded actions must promote the cross-cutting objectives of the EC: environment and climate change, rights based approach, persons with disability, indigenous peoples and gender equality. The purpose is to support the EU Delegation in designing a project for the continuation of its support to the TVET sector in Pakistan in line with the priorities identified in MIP 2021-27. The EUD aims to contribute EUR 40 million though this intervention.

Qualifications

General description of the position:

  • Expert category: Cat. I (>12 years of experience).

Qualifications and skills required:

  • Each of the two experts should have a relevant University degree at least at Master’s level in Education, social science, economics, human resource development or another relevant subject; or a relevant University degree at Bachelor’s level with additional relevant specific professional experience of at least three years (in addition to the general professional experience indicated below).
  • Each of the two experts should have full working knowledge of English, computer literacy, excellent report writing skills, good communication, adoptability and social awareness.

General professional experience:

  • At least twelve years of solid and diversified experience of working in the area of skills development and human resource development/ economic development in particular in the TVET sector including labour market analysis and experience of developing and implementing TVET projects preferably in Asia;
  • At least three years of professional experience of working in Asia, preferably in South Asia (Afghanistan, Bangladesh, Bhutan, India, Nepal, Maldives, Pakistan, Sri Lanka).

Specific professional experience:

Combined between themselves, the team should have a total of:

  • At least five (05) years solid and diversified experience in the design, management, supervision and evaluation of TVET projects, which can be included in the minimum experience under “general experience”.
  • An additional at least three (03) years’ experience of designing, managing, supervising or evaluating TVET projects in the agriculture, energy or water sector, which can be included in the minimum experience under “general experience”.
  • Experience of participating in the formulation of at least five (05) TVET projects and at least three (03) of them should be EU funded.

Language skills:

  • English: the entire team shall possess a minimum level C1 expertise.
  • Urdu: at least 1 member (from two key experts) shall possess a level C1 expertise;
  • “Languages levels are defined for understanding, speaking and writing skills by the Common European Framework of Reference for Languages available at https://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr and shall be demonstrated by certificates or by past relevant experience.”
