The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders with:

  • An overall independent assessment of the performance of the Supporting Programme to Decentralisation and Deconcentration process in Timor-Leste (SPDD-TL), paying particular attention to its different levels of results measured against its expected objectives; and the reasons underpinning such results;
  • Key lessons learned, conclusions and related recommendations in order to improve current and future interventions.

In particular, this evaluation will take stock of what has been achieved with the main purpose to allow for lessons learnt and recommendations to inform on:

  • The conditions under which budget support has an effect (or not) and the possible intensity and nature (positive or negative) of such effect in Timor-Leste and its Decentralisation sector;
  • The evaluation should also specifically analyse how the budget support programme has contributed (or not) to strengthen Public Financial Management (PFM) system at MSA and in their liaison;
  • The relevance targets of each budget support’s indicators for the remaining implementation year based on the current progress of the decentralisation strategy and calendar of the government;
  • Constraints in government policies, institutional structures and administrative arrangements in Timor-Leste which might impede the effectiveness of Budget Support on spending actions and targeted public policies and reforms;
  • Mapping of the Development Partners (DP) activities on decentralisation and assessment of the level of coordination/synergy amongst DP.


Qualifications and skills:

  • A Master’s Degree (or Alternatively, a Bachelor´s Degree plus 5 years of experience in addition to the general professional experience) in economics, development studies, public administration, territorial development, decentralisation, local development, project management, or any other subject related to the assignment;
  • Computer literacy and proficiency in IT applications relevant to this assignment;
  • Excellent analytical and reporting skills.

General professional experience:

  • The evaluation expert must have a cumulative experience of at least 12 years in the area of evaluation (of which at least a minimum of 5 successfully completed intervention-level or strategic evaluations), mostly in but not limited to the field of development cooperation, with solid experience in rigorous evaluation methods and techniques;
  • Experience in evaluation using the 5 DAC criteria.

Specific professional experience:

  • The expert must have a minimum of 5 successfully completed intervention-level or strategic evaluations. This includes the capacity to adapt and use quantitative and qualitative methods of data collection and analysis;
  • Experience in Budget Support Evaluations;
  • Logical framework approach Expertise (LFA);
  • Experience in designing / reviewing monitoring systems.

Language skills:

  • The expert must be fluent in English, both in writing and orally, at least at level C1;
  • Knowledge of the Portuguese will be an asset.
