Mid-term Evaluation of Regional Programme for Maritime Security in the Red Sea Area Back

The global objective of this evaluation is twofold:

  • to provide the relevant services of the European Union, and the interested stakeholders with an overall independent assessment of the performance of the ‘Maritime security in the Red Sea area’-programme, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and
  • to identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.

The specific objectives for this evaluation are:

  • to understand the performance of the intervention (paying particular attention to the challenges posed by current crisis in the Red Sea) and the reasons behind it in order to maximise its potential to achieve the expected results during the residual implementation time and to inform the planning of the future EU interventions in the same sector;
  • to understand whether the governance mechanism of the intervention allows for a suitable and efficient representation of the interests of key stakeholders;
  • to support in the identification and formulation of a follow-up phase, taking into consideration the evolution of the scenario in which the Red Sea Programme is currently implementing its activities.

Qualifications

Qualifications and skills:

  • The evaluation team will have command of English at level C2 of the Common European Framework of Reference for Languages (CERF) – both spoken and written.
  • At least one team member will have command of French at level C1 or higher. Some stakeholders may not be proficient in English or French language. Therefore, if the evaluation team lacks an expert fluent in the local language, it should consider employing interpreters.
  • A good command of Somali and/or Arabic at level B2 or higher of the CERF will be considered an asset.

General professional experience:

  • The evaluation team must have a cumulative experience of at least 18 years in the field of evaluation, mostly in, but not limited to, development cooperation (preferably through a peace and security angle).
  • The evaluation team must have a cumulative working experience of at least 10 years the following area: maritime security.

Specific professional experience:

  • The team leader must have a minimum of two (2) successfully completed intervention-level or strategic evaluations, of which at least one (1) as team leader within the maritime security sector.
  • At least one of the experts must have at least 2 previous working experiences in the Red Sea region.
  • At least one of the experts must have recent technical/sector knowledge and 5 years of experience in the maritime security sector, namely ISPS compliance, maritime domain awareness, maritime law enforcement/terrorism and operational maritime law.
  • The evaluation team must have at least 5 previous experience(s) in research, analysis, review, and assessment of complex data.
