Systematic and timely evaluation of its programmes and activities is an established priority6 of the European Commission7. The focus of evaluations is on the assessment of achievements, the quality and the results8 of Interventions in the context of an evolving cooperation policy with an increasing emphasis on result-oriented approaches and the contribution towards the implementation of the SDGs.9

From this perspective, evaluations should look for evidence of why, whether or how these results are linked to the EU intervention and seek to identify the factors driving or hindering progress.
Evaluations should provide an understanding of the cause and effect links among: inputs and activities, and outputs, outcomes and impacts. Evaluations should serve accountability, decision making, learning and management purposes.

The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider with:

  • an overall independent assessment of the past performance of the Decision “Investing in Culture and Creativity” with its 3 components:
    o EU Identity Building and Sharing Business Initiative: an ethical and “glocal” approach to Job Creation and Sustainable Development
    o International dimension of the European Year of Cultural Heritage: Silk Road Heritage Corridors in Iran, Afghanistan and Central Asia,
    o EU Expert Facility on the Governance of Culture in Developing Countries implemented by UNESCO (Phase 2): Creating a new regulatory environment for the cultural and creative industries and South-South cooperation paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results;
  • key lessons learned, conclusions and related recommendations in order to improve current and future interventions.

In particular, this evaluation will serve the European Commission and implementing partners to assess whether the expected results have been attained by the action in the most cost-efficient and sustainable way.
The evaluation will be used by the European Commission to assess the relevance of financing similar actions in the future.
Even if the evaluation is launched several months before the end of some of the interventions, it shall be appropriately timed to ensure it is conducted towards the end of the various interventions in order to provide evidence of achievements throughout the whole lifetime of the projects. The field phase in particular shall start with the intervention that will end the soonest.


General description of the position:

  • Expert category: Cat. III (>3 years of experience).

Qualifications and skills required:

  • The team shall have at least one profile with university degree at Master’s level or equivalent in social sciences, political sciences, economics, public policy, international relations, international law or related fields and a profile with university degree at Master’s level or equivalent in cultural policies and/or cultural heritage and/or cultural and creative industries is an advantage.
  • In-depth knowledge of: -Cultural heritage and cultural tourism – Cultural policies (knowledge of cultural policies in Africa and/or Asia and/or Latin America is an advantage) – Cultural and creative industries (knowledge of the fashion and/or textile and/or crafts sectors is an advantage) Contribution of culture to sustainable development Knowledge of the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions and/or of UNESCO’s work and processes in the field of culture is an advantage.

General professional experience:

  • A CUMULATIVE experience of at least 15 years in the area of evaluation with at least 10 evaluations conducted in Africa and/or Asia and/or Latin America and the Caribbean;
  • A sound practice of development interventions in the sector of culture demonstrated by a CUMULATIVE experience of project/programme management of at least 10 interventions. The Team Leader (to be identified in the Organization and Methodology and in the Financial Offer) is expected to be a Category I expert, possess a demonstrable senior evaluation expertise coherent with the requirements of this assignment and not provide less than 30 working days, out of which 10 in the field.

Specific professional experience:

  • a cumulative experience of 10 years programme / project identification, formulation, management in cultural heritage and/or cultural policies and/or cultural and creative industries;
  • a cumulative experience of 5 years in the area of policy advice, development, guidance on culture and sustainable development;
  • a cumulative experience of 5 years in the evaluation of programmes / projects in the area of in cultural heritage and/or cultural policies and/or cultural and creative industries.

Language skills:

  • Minimum C2 level of English. French (minimum B2) is an advantage. Other local languages in the regions/countries of the interventions are an advantage.
