The overall objective of CAPFISH-Capture is to achieve a more sustainable, climate-resilient and inclusive development of Cambodia’s freshwater and marine fisheries. It will thus contribute to achieving the objectives of the National Strategic Development Plan (NSDP), the aforementioned SPFF 2015-2024, and the fisheries programme of the 5-year Agriculture Sector Development Plan (ASDP), as well as improvement in areas relevant to the fight against IUU fishing.
The Specific objectives match the SPF/ASDP own objectives and were formulated as follows:
- S.O.1. Improved conservation, management and compliance with fisheries laws and regulations in the inland and marine domain (SO1, linked to SPF pillars 1 and 4).
- S.O.2. Post-harvest fisheries are developed (SO2, linked to SPF pillar 3) through upgrading of the regulatory and institutional system, as well as the adoption of better practices and innovation by the private sector.
- S.O.3. Improved resilience of the fishing communities of the Tonle Sap and coastal areas (SO3).
The geographical target area will be the marine and inland fisheries domain of Cambodia with special focus in Tonle Sap Lake and Coastal Areas.
Qualifications
Qualifications and skills required for the team :
- Knowledge of the EU institutional framework, in particular knowledge of different aid instruments, Knowledge of European Union and European Commission’s policies, strategy, operational tools to support civil society.
- Knowledge of the EU mandates on gender equality and empowering women and girls, and human rights based approach to development cooperation.
- Excellent communication skills, in particular, liaising with different stakeholders.
- Excellent analytical and reporting skills, with the ability to write clear reports.
- The evaluation team will have command of English at level C2 of the Common European Framework of Reference for Languages (CERF) – both spoken and written.
- A good command of Khmer at level C1 or higher of the CERF will be considered an asset.
General professional experience of the team :
- The evaluation team must have a cumulative experience of at least 24 years in the field of evaluation, mostly in, but not limited to, development cooperation, with solid experience in rigorous evaluation methods and techniques.
- The evaluation team must have a cumulative experience of at least 18 years of working experience in the following areas: Fisheries
Specific professional experience of the team :
- For the team leader, experience in leading evaluations in Fisheries reforms would be a strong asset, with a preference for at least two evaluations conducted in the role of Team Leader.
- For the team leader, experience in leading evaluations on a budget support programme reform is required (at least one).
- Experience in research, analysis, review, and assessment of complex data will be considered an asset.
- Experience in communicating and disseminating evaluation results to a variety of audiences using different dissemination products and platforms, including social media.
- Technical/sector knowledge and experience in fisheries reforms and new legislation/regulation will be considered an asset.
- Technical/sector knowledge and experience in monitoring, control and surveillance, as well as conservation and restoration of habitats will be considered an asset.
- Technical/sector knowledge and experience in post-harvest development and food safety will be considered an asset.
- Technical/sector knowledge and experience with fishing communities, support to social services and local governance will be considered an asset.
- Technical/sector knowledge and experience of conducting evaluations using mobile technology tools for synchronisation and geo-positioning of survey data (such as KOBO), and Computerised management of qualitative data will be considered an asset.
- At least one of the experts must have previous working experience in an ASEAN member state.
