Final Evaluation of Investment Support to the Wadi Al Arab Water System II Project Back
The global objective of this evaluation is twofold:
- to provide the relevant services of the European Union, the interested stakeholders with an overall independent assessment of the performance of ” Investment Support to the Wadi Al Arab Water System II Project and EU support to the Water sector in Jordan”, paying particular attention to its different levels of results measured against its expected objectives and to the reasons underpinning such results; and
- to identify key lessons learned, conclusions and related recommendations in order to inform decision makers on how to improve current and future interventions.
The specific objective for this evaluation are:
- To serve the EU Delegation to Jordan and the relevant services in HQ in order to conclude the Wadi Al-Arab System II programme, and align results in existing and future support programmes.
- To draw lessons that can be replicated in other EU interventions in the water.
Qualifications
Qualifications and skills:
- University degree in a subject relevant for this sector (water and wastewater, environment, green economy, engineering, or any related field… etc.).
- Knowledge of the Arabic language as well as previous relevant expertise in Jordan or the region will be considered as strong asset.
- English: at least possess a level C2 expertise.
- Arabic : at least possess a level B2 expertise.
General professional experience:
- Professional experience in the field of water and its legislation and regulation, evaluation and capacity development.
- Professional experience in the field of water in an external relations or development cooperation context or having implemented such programmes.
- Experience in the identification, formulation, implementation and evaluation of programmes funded by international donors in the region.
- Experience in working on water and green economy issues in Jordan and the MENA region.
- Experience in EU policies and procedures for internal and external actions will be considered as a strong asset.
- Experience in water legislation and regulations in the region will be considered an asset.
Specific professional experience:
- 12 years of experience in evaluation.
- 15 years of proven experience in the water sector at different levels of responsibility.
