The specific purpose of this consultancy is to independently verify to what extent the results-based indicators as defined in the GPE programme document and means of verification protocol have been achieved and properly documented.

The objective of this consultancy is to support the verification of achievement for five specific targets through a review of the objective criteria and verification of whether a target has been fully achieved or not, as a basis for the grant agent (i.e. UNICEF) to decide on the release of funds to MoEYS earmarked against the achievement of the specific targets through the Capacity Development Partner Fund (CDPF) programme. In total there are 5 results-based indicators that need to be verified, comprising the following result areas:

• Standardised school development plans and budgets;
• Reduced repetition rate in Grade 1;
• CPD Implementation Framework and Action Plan for teachers and school directors;
• Application of core early grade learning methodologies on reading;
• Schools improve the forecasting of number of children eligible for scholarships.

Type of services provided

Verification of 5 results-based indicators, comprising the following result areas:
