Detailed description of project Back

The support project to the MEPC aims at improving the capacities for programming and management of EC aid and to strengthen capacities for coordination of all external aid to Chad, specifically the planning, implementation and monitoring of the National Poverty Reduction Strategy. The function of NAO in Chad is entrusted to the Minister of the Ministry of Economy, Planning and Cooperation; the deputy NAOs are the Secretary General and the Deputy Secretary General of the MEPC.

In addition to a support aimed at improving EDF implementation, it is necessary to have an impact on the institutional capacity and the viability of the system of management of public resources in Chad and that the EC support takes fully into account the system of coordination and management of the other external aid, which includes the NSA.

The project therefore consists of two independent components so as to ensure that the second component maintains some neutrality towards the technical and financial partners of the country, other then the EC. The two components nevertheless need to cooperate and to find synergies.

Component 1: Support to the National Authorizing Officer

Strengthening of the capacities of the NAO in managing EC aid through the setting-up of a performing NAO Support Unit (with total staffing of 29 people) to allow the NAO to fully take on board his functions:

  • Country Strategy and NIP programming;
  • Contracting Authority of EC funded projects and programmes;
  • Facilitating the implementation of EC aid.

Component 2: Support to External Aid Coordination

  • Strengthening of the capacities of the MEPC in external aid coordination and the management and monitoring of the National Poverty Reduction Strategy.

Type of services provided

PROMAN and LINPICO provide the services of a total of 4 long-term experts:

  • One Coordinator, responsible for implementing the overall programme of activities of the NAO Support Unit;
  • One Technical and Operational Adviser, who will assist the Coordinator in all operational and technical matters;
  • One Financial and Contracts Adviser, who will assist the Coordinator with all issues related to EDF financial and contractual procedures;
  • One Macro-economist in support of the coordination of external aid and implementation of the National Poverty Reduction Strategy.

PROMAN as lead partner of the consortium ensures overall backstopping of the project: backstopping missions in the field, quality assurance, overall contract management.
