The programme ‘Strengthening Capacities of Civil Society Organisations in Burkina Faso (Programme de Renforcement des capacités des Organisations de la Société civile (PROS) has as principal objective to strengthen the participation of civil society organisations (CSOs) to the development process. The programme is fully in line both with the Cotonou Agreement and with national policies. It contributes in reinforcing the dialogue within the context of the poverty reduction, good governance and decentralisation policies presently being implemented by the Government.

The identification and formulation of PROS has been based on a participatory process. The programme was prepared in collaboration with different actors: local CSOs, international NGOs, government services, other donors.

The expected results are:

  • Organisational, institutional and sectoral capacities of CSOs have been strengthened on village, provincial, regional and national level;
  • The process of consultation and dialogue between the different actors has been strengthened;
  • The visibility of CSOs and good governance has increased.

The objective of this assignment is to provide assistance to the NAO, MEDEV and the EC Delegation with the identification and formulation of key elements needed so as to ensure a prompt start of activities of the programme once the PMU will be set in place.

Type of services provided

PROMAN provided the services of one Team Leader and one local expert. The TA focused on:

  • Overall strategy and definition of eligibility criteria for participating CSOs;
  • Elaboration of basic guidelines for applicants;
  • Definition of management structures (Steering Committee);
  • Setting in place overall monitoring mechanism;
  • Preparation of ToR for the Project Management Unit.

PROMAN HQ was responsible for overall quality assurance.
