The Research & Policy Analyst (Aid Effectiveness & Efficiency) has been an integral member of the International Development Cooperation (IDC) team at the National Treasury. Under the overall guidance of the IDC Chief Director, the Research & Policy Analyst has supported the IDC, the Treasury and the Government of South Africa (SA) with issues pertaining aid effectiveness, efficiency, aid coordination, ODA monitoring, South-South cooperation and partnership with the United Nations.

Specifically, the objectives were to address the following:

  • 2011 Paris Declaration Monitory Survey;
  • Aid Effectiveness (AE) Action Plan;
  • IDC preparation for international Aid Effectiveness meetings;
  • Review of UN contribution to SA;
  • Preparation of analysis/position for IDC on UN role in SA;
  • Review and inputs for IDC presentation at UN retreat.

Type of services provided

The core services were provided by Senior Aid Effectiveness Expert. Core Services included:

  • Conducting research, assessment and analysis on the situation of ODA and aid effectiveness/efficiency in South Africa and in the SADC region, including gathering of lessons learned and good practices;
  • Monitoring progress of the aid effectiveness agenda (Paris Declaration & Accra Agenda for Action) in South Africa and supporting the preparation of OECD-DAC reports;
  • Assisting with the drafting of position papers and statements on behalf of the Government of South Africa on aid-related topics;
  • Providing inputs, advice and support to the SA Government officials involved in the 4th HLF on Aid Effectiveness in Seoul and the preparatory meetings leading to it;
  • Providing IDC and other Government departments with information and advice regarding collaboration with the United Nations system;
  • Providing inputs and advice for SA’s domestic ODA policies (IDC), foreign aid policy (DIRCO) and the institutional development of the South African Development & Partnership Agency (SADPA).
