Detailed description of project Back

The specific objectives of this service contract are:

  • Improvement of the performance of the NAO, and related line ministries, public and semi public agencies as well as Non State Actors involved in EU assistance in Kenya;
  • Effective implementation of EU funded programmes and projects mentioned in the National Indicative Programme and others (including EU budget line support to Non State Actors and Local Authorities).

The project purpose is to support the identification, formulation, preparation and implementation of actions under the National Indicative Plan (NIP) and other EU/EDF funds together with improved awareness among key actors (including Non State Actors) in Kenya of general development and trade issues and of EU policies in these areas. While the project will mainly support the EU Division of the NAO, support to the general NAO will also be provided as required.

The results to be achieved by the Consultant include:

  • Result 1: An enhanced capacity of the NAO office to facilitate and supervise the implementation of EDF and other EU funded programmes in accordance with the provisions of the Cotonou Agreement;
  • Result 2: Expert advice provided on specific aspects related to the identification, formulation and implementation of projects as well as wider policy areas which form part of the political dialogue as well as the governance commitments made in the course of the programming process for the 10th EDF;
  • Result 3: An enhanced capacity at Line Ministries, implementing agencies and NSAs to efficiently and effectively implement EDF and other EU funded programmes in accordance with EU rules and procedures;
  • Result 4: Greater awareness among key stakeholders, including NSAs of the main issues regarding Kenya/EU development co-operation.

Type of services provided

PROMAN provides the services of 2 long-term experts:

  • One Team Leader (1.131 m/d);
  • One Financial and Contracts Adviser, who will assist the TL with all issues related to EDF financial and contractual procedures (269 m/d).

The LT expertise is complimented by a pool of specialised short term expertise (1.580 m/d).

PROMAN as lead partner of the consortium ensures overall backstopping of the project: backstopping missions in the field, quality assurance, overall contract management.
