Detailed description of project Back

The overall objective of the service contract is to improve the effectiveness of the ACP Secretariat in executing its double mandate: 1) its institutional mandate, i.e. to serve the ACP Institutions, the Joint Institutions and the ACP States, and 2) its role of implementing Institution of some important “all ACP” projects funded under the Intra-ACP resources.

The specific objectives of this service contract are for the Consultant to provide the ACP Secretariat with the necessary technical, managerial and administrative assistance in continuing the implementation of the objectives of the reform process as they are foreseen in the Financing Agreement between the European Commission and the ACP States n°RPR/008/04 and in the Terms of Reference of the project “9/ACP/RPR31 – Support to a Strategic Institutional Reform of the ACP Secretariat including its Geneva Antenna”. The key experts who will assist the ACP Secretariat will have to work with a logic of constant transfer of know how, capacity building and empowerment.

The reform project is divided in two main, complementary components, corresponding to the two main outputs or results:

Component 1: The Reform Component

Expected result:Improved functioning of the ACP Secretariat through a process of reform by which:

  • Planning, Monitoring and Reporting systems of the ACP Secretariat are strengthened;
  • A new comprehensive Human Resource policy is defined and implemented;
  • Improved financial and internal control systems, including IT, are established;
  • Co-ordination role of the ACP Secretariat vis-à-vis the Regional Organisations is improved.

Component 2: The EDF Management and Capacity Building Component

Expected result: The ACP Secretariat’s capacity to effectively and efficiently manage EDF resources is strengthened.

Type of services provided

The services are provided by a team of 2 experts:

  • Team leader, expert in institutional and organisational reform/change management;
  • Specialist in EDF procedures, procurement and project management.
