The International Finance Corporation (IFC) and the French Agency for Development (AFD) have asked to study the opportunity and the modalities of a possible Financial and Technical Support Programme for Private Primary Education Institutions. The objective of such a programme would be to (i) improve access to financial resources for private education institutions (ii) to strengthen management and technical capacities of these private institutions and if needed the analysis conducted by the banks and(iii) to strengthen the professional organisation of the private institutes and improvedialogue skills with the administration.

The objective of this study is to better understand the characteristics of the private Senegalese education providers and to determine their demand for financing as well as their needs for technical assistance. The study will confirm the need and feasibility of such a programme, the costs and the implementation modalities.

The expert team will:

  • Identify the private schools likely to be financed, their characteristics in order to determine the probable financing needs;
  • Specify the modalities of a possible bank credit, design the refinancing modalities adapted to the banks (risk division and/or concession loans);
  • Conduct a diagnostic of the technical, management and financial problems these institutes are facing;
  • Set-up TA programme for private education institutions and, if needed, the concerned banks.
