In January 2012, the Global Partnership for Education Secretariat informed the Government of the United Republic of Tanzania of an indicative allocation of US$100 million for a Program Implementation Grant to support the country’s efforts to provide quality basic education for all. The allocation is to be divided between the Tanzania mainland and Zanzibar.

In advance of the preparation of the funding application, an appraisal of the education plan is conducted by the Development Partners. The finalized plans and appraisal reports are submitted to the GPE Secretariat with an endorsement letter signed by the Development Partners and will in Tanzania’s full GPE membership. At the same time an overall timetable has been developed for development of Tanzania’s applications for funding from the GPE. The Embassy of Sweden is committed to support these parallel processes and the objective of this consultancy is twofold:

  • Appraisal of Tanzania Mainland Education Sector Plans;
  • Development of the Program Implementation Grant application package.

Type of services provided

PROMAN provides the services of two experts :

  • The first consultant, the Team Leader, focuses on the appraisal of Tanzania Mainland Education Plans. His main task is to draft the Appraisal Report for the Education Sector Development Programme (2008-2017) and relevant sub-sector plans; to discuss the draft with the ED DPG, and to finalise the draft Appraisal Report into a format acceptable to be sent to the GPE Secretariat for review. He will also provide support to the second consultant in her tasks;
  • The second consultant facilitates a broad-based consultative process led by the Ministry of Education and Vocational Training, in close collaboration with the Embassy of Sweden/SIDA as the Supervising Entity, and the Canadian High Commission/CIDA as the Coordinating Agency, and involving all members of the Education Sector Development Committee (ESDC) and Folk Education Development Committee (FEDC). The purpose of this consultation is to support the development of the Program Implementation Grant application package.
