The objective of this Country Evaluation is to provide USAID, South Africa and the wider public with an independent, flexible and forward-looking review, including a set of recommendations, to allow both SA and USAID to relook the strategy for development cooperation/USAID Framework within SA.

Key findings and lessons of experience from the USAIDS’s current assistance strategy and programme as it has evolved within its wider setting since its inception will inform the recommendations. The following was to be taken into account:

  • South Africa’s evolving political, economic, social and environmental framework, and in particular;
  • South Africa’s own assessment of the achievements of 16 years of democracy;
  • South Africa’s policy on ODA.

The study aimed to bring about a systematic way of driving the cooperation that could attain the following:

  • General alignment and consistency with the SA development strategies and priorities and economic co-operation objectives;
  • Improved co-ordination with other development partners;
  • Heightened sense of local ownership, participation and partnership;
  • Concentration with selected & critical focal sectors that would have value add and impact;
  • Generally more rational strategic decision-making, all enhancing the effectiveness of the USAID development impact of its actions;
  • The use of SA country systems.

Type of services provided

The core services were provided by Senior M&E Expert. Core Services included:

  • Desk Review/Stock taking: Revisit the logic of the co operation policy, programmes and activities in respect of the USAID support to the country for period 2005-2009;
  • Consultations/Interview with key stakeholders;
  • Workshop to discuss draft findings;
  • Final Report drafted and approved.
