It is important to note that the UN Millennium Development Goals (MDGs) that aim to: eradicate extreme poverty and hunger, achieve universal primary education, and promote gender equality and empower women, relate directly to education. Further, the Plan of Implementation of the World Summit on Sustainable Development (WSSD), the ACP Vision for Sustainable Development and the Cotonou Partnership Agreement, challenge the ACP Group to formulate strategies that will practically address education requirements of the population of ACP States in the context of achieving the MDGs.

In this regard, the ACP Group organised two Meetings of ACP Ministers of Education, the 1st Meeting was held from 3 to 5 May 2006 and the 2nd Meeting was held from 20 to 23 October 2008, all at ACP House, Brussels, Belgium.Outcomes of the 1st Meeting of ACP Ministers of Education were the Brussels Declaration on Education for Sustainable Development [ACP/83/012/06] Final and the Brussels Framework for Action and Recommendation [ACP/83/011/06] Final. The outcome of the 2nd Meeting of ACP Ministers of Education were the Brussels Resolution on the Role of Education in achieving the Millennium Development Goals (MDGs) [ACP/83/026/08] Final.

The global objective of the assignment is to contribute to the comprehensive review of the state of implementation of the: a) Brussels Declaration on Education for Sustainable Development and its Framework for Action; and b) Brussels Resolution on the Role of Education in achieving the Millennium Development Goals and the identification of the gaps in the priority areas of the education sector in respective ACP Regions that should be targeted for Intra-ACP Development Cooperation funded projects and programmes.

The specific objective is to secure the services of a Consultant, under the management of the ACP Secretary-General, to assist with carrying out the comprehensive review as indicated above.

Type of services provided

The services are provided by an education expert who:

  • Assist with carrying out the comprehensive review of the state of implementation of the: i) Brussels Declaration on Education for Sustainable Development and its Framework for Action; and ii) Brussels Resolution on the Role of Education in achieving the Millennium Development Goals and the identification of the gaps in the priority areas of the education sector in respective ACP Regions that should be targeted for Intra-ACP Development Cooperation funded projects and programmes in collaboration with relevant Regional and International Organisations;
  • Utilise extensive relevant networks of contacts/associates/collaborators/friends in the interest of the ACP Group in its task for this comprehensive review;
  • Make recommendations regarding future actions with respect to the implementation of the: i) Brussels Declaration on Education for Sustainable Development and its Framework for Action; and ii) Brussels Resolution on the Role of Education in achieving the Millennium Development Goals; and
  • Assist in any other task and activity in relation to this comprehensive review.
