Detailed description of project Back

In the context of the bilateral cooperation agreement between Senegal and the Grand Duchy of Luxembourg, Lux-Development S.A. (Luxembourg Agency for Development Cooperation) has been given the mandate by the Ministry of Foreign Affairs, Cooperation and Humanitarian Action of Luxembourg (Donor) to implement a cooperation project aimed at the construction of a Secondary School for Technical Education and Vocational Training (Lycée d’Enseignement Technique et de Formation Professionnelle, LETFP) in Thiès.

The set-up of this school is provided for in the ten-year Plan for Education and Training of the Government of Senegal and in the Regional Education Development Plan of Thiès. The Thiès region, an industrial, tourist and agricultural area, does not yet have a technical secondary school. Thus the set-up of the LETFP is justified as it will improve the range of education opportunities in the region and corresponds to the objectives of the Plan for Education and Training and will contribute to the rationalisation of Technical Education and Vocational Training.

Initially, the LETFP will accommodate 1 222 students: 720 in technical education and 502 in vocational training.

The activities of the project are aimed at five results:

  • LETFP is constructed;
  • The equipment and furniture is installed and in working order;
  • Teaching and training staff is hired and trained;
  • Appropriate training programmes are available;
  • Tools for activities, follow-up and management of the LETFP are designed and implemented.

The main purpose of this mission is to carry out an intermediary evaluation of the project.

Type of services provided

PROMAN provides the services of an expert in evaluation and technical education and vocational training.

The main tasks of the team are:

  • Analysis of the results and the specific objective(s) reached at the time of the evaluation, compared with what had been anticipated in the project document;
  • Assessment of the contribution and involvement of local authorities and organisations;
  • Description of the zone covered and the project beneficiaries;
  • Analysis of the project’s management and monitoring;
  • Analysis of the project in terms of relevance, effectiveness, efficiency and sustainability, taking into account crosscutting aspects (poverty reduction, governance, gender, environment);
  • Establishing the lessons learnt and follow-up with recommendations for the further implementation of the project.
