Detailed description of project Back

The global objective is to evaluate the results of Danish Bilateral Aid during the period 1990-2006 and its contribution to overall poverty reduction in Benin. However, the efforts and the results will also be evaluated within the perspective of the historical context and the standards applied when the decisions were taken. As such key reference points will be made up by the country development strategies published in 1994 and 2004. The evaluation will answer major questions related to responsibilities and acquired knowledge.

More specifically, the evaluation will examine if – and in what measure- the Danish support in Benin:

  • Subscribes the general policies of Denmark and Benin politics towards poverty;
  • Integrates transversal themes : gender, environment, public participation, human rights and good governance; and other themes: children and HIV/AIDS;
  • Was relevant to the needs of the country as described in the national poverty reduction strategies and in sectoral strategies and policies;
  • Was efficient compared to different aid modalities, in line with national policies and coordinated well with other external aid (harmonization);
  • Was sustainable regarding the choice of modalities, i.e. if it was developed and implemented in close cooperation with national and local authorities;
  • Was sustainable in strengthening the organizational capacities of relevant national and local authorities or organizations.

Type of services provided

PROMAN and BCEOM provided the services of a TA team of 8 experts:

  • Team Leader, Evaluation expert;
  • Assistant Team Leader, Economist and Socio-economist;
  • Local Team Leader, socio-economist;
  • Expert in good governance and transversal themes;
  • Infrastructures expert;
  • Institutions and Human Rights expert;
  • Economist and Health/HIV;
  • Rural engineer.

PROMAN was responsible for developing the overall evaluation methodology and to ensure overall backstopping & quality control.
