In 2007,the ENPI Regional Information and Communication Programme (2007-2010) was launched to strengthen the visibility of the European Neighbourhood Policy (ENP) and its perception by the general public and opinion leaders (media, political, institutions, business world, industry and civil society) in the whole area covered by the ENP instrument: Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Moldova, Morocco, Palestinian Territories, Russia, Syria, Tunisia, Ukraine). The overall budget allocated to this programme is € 19 million (12M€ ENPI South, 7M€ ENPI East) and four kinds of activities are implemented:

  • Maximising EU presence in the region’s media through different media activities comprising 12 contracts covering TV and radio programmes, press supplements, web portals, special events and promotions with either a regional, semi-regional or bilateral dimension;
  • Journalists activities: Journalist training and network building project to end in 2011;
  • Strategic communications research & analysis Opinion research, media monitoring and analysis: Opinion Polling and research project to end in 2011;
  • Information and communication campaign management unit: Campaign support project to end in 2011.

Under this contract an impact oriented evaluation will be performed of which the purpose is to assess to what extent this programme has been relevant, efficient and effective. The evaluation should be both looking back, providing key elements about how much lessons learned from the former MEDA regional programme have been taken into consideration, how much coherence was reached between the two programmes, and looking forward, providing lessons for future.

Type of services provided

PROMAN provides the services of a Communication Expert who will act as Team Leader and two regional Communication experts (South and East ENPI) who:

  • Prepare a Launching Note and an Evaluation Strategy addressing relevance, effectiveness, efficiency and performance indicators, based on a Results Based Management, defining the data collection techniques (document study, structured interviews, observations, questionnaires and check lists, expert opinions, and case studies), data analysis techniques on the basis of LFA of each project and the programme using appropriate indicators at each level;
  • Perform the evaluation including field visits to both the South and East ENPI;
  • Deliver Preliminary Report summarising the data and information collected and giving preliminary conclusions;
  • Deliver a Final Report containing the impact orientated evaluation, structured and easily understandable, the conclusions of which will be presented to the EC representatives in Brussels.

PROMAN manages and coordinates the mission; provides backstopping and quality control.
