The Government of Burkina Faso adopted in May 2002 an ‘Action Planfor Integrated Management of Water Resources (PAGIRE). This action plan aims to implement, over a period of 15 years, the institutional, legal and fiscal framework as well as the human and financial resources for a sustainable and fair management of water resources.

When PAGIRE was submitted to donor agencies, the European Commission made it known it was prepared to assess a possible support to the PAGIRE, complementing other possible funding and in synergy with actions in the water sector already financed by the EDF. An expertise was programmed within the frame of the programme of Technical Assistance to the NAO.

The objective of this assignment is to identify a programme in support to the PAGIRE, to be financed by the 9th EDF. This includes:

  • The design of the technical, institutional and financial framework of the programme, ensuring its complementarity with other funding and existing projects in the water sector;
  • The drafting of financial proposal under the 9th FED.

Type of services provided

PROMAN provided the services of two experts, who focused on the following tasks:

  • Design of a support programme (Logical Framework);
  • Description of the components of said programme;
  • Proposal of an institutional framework;
  • Analysis of capacities and constraints of the different parties involved;
  • Proposal of TA support (international and national)
  • Design of an indicative annual programme and budget;
  • Identification of possible partners an co-funding;
  • Set-up of basic procedures in line with the 9th EDF;
  • Proposal for the financing of the programme;
  • Providing elements for the call for proposals and terms of reference for the TA.

PROMAN HQ was responsible for overall quality assurance.
