In the framework of cooperation with the UE, the National Indicative Programme for Algeria 2002-2004 provides for a funding of € 17 million to support the education sector.

A support to this sector is in compliance with the conclusions of the Marseille conference: “Item 24: the need to take greater consideration of the social effects of economic transition (…) by focusing on training, employment, vocational retraining and reform on education systems” and is justified by the obvious impacts of the strength of basic education on the quality of vocational training.

The objective of the assignment is preparing an education reform support programme in Algeria.

The expected results of the program are:

  • Improving the training level of new teachers and active teachers in the system of basic education;
  • Introduction of new information and communication technologies (ICT) supported in Wilayas’s education directorates and, based on the demand, gradually in schools;
  • Improving the strategic, administrative and financial management of the national education system and the skills level of administrative staff;
  • Strengthening decentralisation of schools management;
  • Operationalising of quality evaluation system and sector performance;
  • Strengthening promotion policy of priority education areas;
  • Improvement of school counselling and articulation with other education levels.

Type of services provided

This assignment consists of three experts (Team Leader; Specialist in reform issues in the field of education; Specialist in organisation, information systems and new technologies; Specialist in training of trainers and sector pedagogic supervision).

1. Identification phase:

  • Education sector analysis;
  • Evaluation of sector policy and organisational analysis of education system;
  • Inventory of issues to be solved by the sector in view of the challenges that are raised;
  • Comparison of program implementation methods.

2. Feasibility study phase:

  • Assess feasibility of proposed specific actions;
  • Estimate in detail the implementing rules of each component, budgets and annual targets;
  • Propose the appropriate organisation for project implementation;
  • Identify indicators;
  • Identify the assumptions & risks.

3. Preparation of project documents phase:

  • Prepare TAP and ToR for TA (main contract and start-up phase)
