Formulation mission – Support to the Formalization of the Informal areas of Rundu and Katima Mulilo and Extension of the Water and Sanitation network of Rundu

The Luxembourg Agency for Development Cooperation (Lux-Development) is in the process of Formulation of the above mentioned project as mandated by, the Luxembourg Ministry of Foreign Affairs (MFA) within the context of the Bilateral Agreement between the governments of the Grand Duchy of Luxembourg and the Republic of Namibia.

The project was requested by the Rundu Town Council and Katima Mulilo Town Council. The two Town Councils expressed the need for additional assistance in Development Planning, water and sanitation. The National Planning Commission (NPC) confirmed the need and the prioritisation within the National Development Plan – II (NDP-II).

In October 2005, the NPC submitted a Project request prepared by the Ministry of Regional and Local Government, Housing and Rural Development (MRLGHRD) for the formalisation of informal settlements and additional assistance in Water and sanitation in the Towns of Rundu (Kavango Region) and Katima Mulilo (Caprivi Region) taking into account two major components:

• The formalisation of informal settlements in both Rundu and Katima Mulilo ensuring full participation of the Town Councils;
• The extension of the water and sanitation network of Rundu ensuring a good balance and coherence between the capacity building, the community integration and the infrastructure.

The proposed consultancy will address the second component of the project.

Type of services provided

PROMAN provides the services of an expert in urban structure management, specifically in the domain of water and sanitation.

This expert works in team witha Town Planner expert, who will act as the Team Leader.

The main tasks of the team are:

• Assessment of the current situation;
• Definition of project objectives, targets, and design criteria in consultation with stakeholders;
• Elaboration of a project document.
