End 2003, the Ministry of Local Government (Ministère de l’Administration territoriale et des Collectivités locales – MATCL) transmitted to the Directorate for Cooperation a financing request to be submitted to the Luxembourg Government. This request aims at the continuation of the program “The self, the neighbours, the neighbourhood: elimination of illiteracy and support to local initiatives of urban environment management in the Missira neighbourhood in Bamako”, implemented with financing from Luxembourg between 2001 and 2004.

The objective of this mission is to undertake the formulation of a project to support local initiatives for urban environment management in Bamako. To do this, the mission will focus specifically on the following:

  • Adapt the experience of the Missira project to other neighbourhoods while keeping to its spirit (i.e. building social ties and strengthening citizenship in the involved neighbourhoods);
  • Involve the local authorities and the relevant ministries while avoiding this becoming a drag or source of conflict. The project will be set up within the frame of the general sanitation plan for Bamako and the national sector policy (Ministry of Environment);
  • Develop a flexible and programmatic approach of urban sanitation issues: neighbourhood by neighbourhood identification of needs involving organised groups and municipalities, proposals for improvements and works, need to develop complementary measures (training, elimination of illiteracy, income generating activities);
  • Set-up of simple and transparent management procedures involving all stakeholders.

Type of services provided

PROMAN provides the services of an international expert in local government, decentralisation and urban development who acts as Team Leader.

This expert works in a team with a local expert in urban development and planning and sanitation and a local expert in community development and gender, directly employed by the client.

The main tasks of the team are:

  • Assessment of the current situation;
  • Definition of project objectives, targets, and design criteria in consultation with stakeholders;
  • Elaboration of a project document.

PROMAN HQ is providing backstopping and quality control.
