Detailed description of project Back

At the end of March 2005, Lux-Development (LD), Luxembourg agency for development cooperation, was commissioned by the Ministry for Foreign Affairs Cooperation Department (MAE) to formulate the project initially entitled “Strengthening Vocational Training in Kosovo”. The objective of the formulation mission is to plan Luxembourg Cooperation’s intervention based on the Kosovo authority’s request and in line with the proposals agreed in discussion with all bodies at the pre-formulation phase.

The project has to main aspects:

  • A national aspect which will constitute support for the national system of vocational training and employment via the Ministry of Labour and Social Services: here it is a question of determining the national support which could be given to the Ministry of Labour to perfect and implement its vocational training strategy (the eventual training initiatives of executives or teachers are included in this);
  • The other aspect is intended as direct support for the Don Bosco Training Centre, in order to improve its ability to provide quality services to beneficiary groups (young men and women between the ages of 16 and 25) and to act as a driving force in the systems of vocational training and employment. Here it is a question of analysing the project proposed by the Don Bosco Training Centre in Pristina, the requirements (infrastructure, selection of priority courses from the viewpoint of the labour market, equipment, teacher training, ongoing training of Centre Managers etc.) and clarifying the tasks and means needed to implement them.

Type of services provided

PROMAN provides the services of a team consisting of an Vocational Education Expert (Team Leader), an Procurement Expert and a Business expert.

The main tasks of the team are :

  • Assessment of the current situation;
  • Definition of project objectives, targets, and design criteria in consultation with stakeholders;
  • Elaboration of a project document.

PROMAN HQ is providing backstopping, quality control and participates in the (de)-briefing.
