Detailed description of project Back

In the frame of the development of their second Indicative Cooperation Programme (ICP II), covering 2008-2011, the Governments of Niger and the Grand Duchy of Luxembourg have identified a Programme for Support to Vocational and Technical Training and Integration of Youth in the Economy. This programme is to support the GoN’s efforts and to complement the actions of the technical and financial partners that intervene in the sector.

The specific objectives considered are (i) to improve access to vocational and technical training and reorient it on more promising avenues and on the demands of the labour market, (ii) to improve the quality and conditions of vocational training, and (iii) to encourage private initiative amongst young people and to further their integration in the economy.

In line with these objectives, it is considered to structure the programme around 5 components:

  • Support to the development of training courses would be the first component. The activities in this domain are to aim at adapting the available courses to the needs of the labour market and employers. This component would address the conclusion that the current training does not answer the needs of the economy and the employers while certain technical and vocational profiles are in demand but not available;
  • The second component aims to increase the capacity of the training centres through additional investment and equipment. The latter will allow for quality practical courses and not only theoretical ones as is the case now;
  • The third component, complementing the two previous ones, concerns capacity building for the teachers, trainers and of … and foremen;
  • The fourth component would aim at the integration of young people in the economy;
  • Lastly, the fifth component would aim to strengthen the institutions responsible for VET and the coordination of the different stakeholders in the sector.

Type of services provided

PROMAN provides the services of a team of three experts in the formulation of vocational training projects:

  • A team leader;
  • A specialist in vocational training;
  • A public finance expert.

The main tasks of the team are :

  • Assessment of the current situation;
  • Definition of project objectives, targets, and design criteria in consultation with stakeholders;
  • Elaboration of a project document.

PROMAN HQ is providing backstopping and quality control.
