Detailed description of project Back

In March 2002, Lux-Development was mandated by the Ministry of Foreign Affairs (MFA) of Luxembourg to implement a project aimed at making the best cardiologic expertise in Mongolia available to provincial doctors through a telemedicine network and a specialised information website, based on quickly expanding internet connections.

The project was designed to face the difficult conditions that prevail in Mongolia:

  • Cardiovascular diseases represent a major health concern;
  • Distances are huge, sometimes requiring 2 to 3 days to travel to the capital;
  • Provincial hospitals are staffed with under-trained cardiologist, educated in the Soviet lines of thinking and practice, with little room for questioning and cross-sharing information.

The objectives pursued through the establishment of a professional network were

  • To help the provincial doctors in their daily practice by providing on request guidance and assistance;
  • To improve the local capabilities to care for the patients and to limit the number of referrals to judiciously selected cases;
  • To raise the level of knowledge by making educational material available for self education as the physicians need;
  • To progressively change the medical practices by introducing peer to peer exchange of information through the website forum and twice yearly meetings organised in Ulaan Baatar.

The objective of the mission is to undertake an evaluation of the project and the formulation of the second phase. All institutional and operational aspects have to be reviewed and analysed with the perspectives of a second phase.

Type of services provided

PROMAN provides the services of an expert in public health who together with an expert in cardiology, selected by the client provided the following services:

  • Analysis of the results and the specific objective(s) reached at the time of the evaluation, compared with what had been anticipated in the project document;
  • Description of the zone covered and the project beneficiaries;
  • Analysis of the project’s management and monitoring;
  • Analysis of the project in terms of relevance, effectiveness, efficiency and sustainability, taking into account crosscutting aspects (poverty reduction, governance, gender, environment);
  • Establishing the lessons learnt and follow-up with the intervention framework for the future project;
  • Preparation of an evaluation report and a project document.
