Evaluation Mission – Support to the Ombudsman of the Republic of Mali

The evaluated project was implemented after a request for financing form the government of Mali in July 2005. The project objective is to strengthen the capacities of the Ombudsman of the Republic of Mali. It can be considered as a typical Institutional Strengthening project, essentially based on a technical cooperation between two equivalent government institutions, one in Mali and the other its direct counterpart in Luxembourg.

The project is built around three basic components:

• Support to the set-up of an information system;
• Technical Assistance, training, and transfer of know-how;
• Improving the operating means (communication, funding for external expertise, improvement of documentation centre, equipment for regional offices).

This consultancy concerns the final evaluation of the project.

Type of services provided

PROMAN provides the services of an expert in evaluation and governance.

The main tasks of the expert are:

• Analysis of the results and the specific objective(s) reached at the time of the evaluation, compared with what had been anticipated in the project document;
• Description of the zone covered and the project beneficiaries;
• Analysis of the project’s management and monitoring;
• Analysis of the project in terms of relevance, effectiveness, efficiency and sustainability, taking into account crosscutting aspects (poverty reduction, governance, gender, environment).
