As Seychelles prepares for the development of a Medium-Term Education Sector Strategy to further transform the education and training system to better respond to the challenge of providing the quantitative and qualitative human resources for sustainable national development, it is prudent to undertake an Assessment Report of the implementation of Education Plan 2009-2010 with a view to better inform the development of the Medium Term Education Sector Strategy 2011-2015 which would be assigned to be developed with the assistance of the International Institute of Education Planning (IIEP) of UNESCO. The Ministry of Education will nominate a focal point for this assessment exercise in view of facilitating the preparation of the Assessment report.

The purpose of the assignment is to:

  • Provide baseline information on the implementation status of the planned actions of the Education Reform Plan 2009-2010;
  • Identify key challenges, limitations and opportunities for the development and implementation of Medium Term Education Sector Strategy 2011-2015.

The assignment will entail a comprehensive assessment of the implementation of Education Reform Plan 2009-2010 that would focus on:

  • Concrete achievements under the Reform Action Plan;
  • Analysis of constraints and bottlenecks in the implementation of the Reform Action Plan;
  • Identification of what needs to be implemented and a critical assessment of their relevance for the eventual formulation of a Medium Term Education Strategy 2011-2015 for the country.

Type of services provided

PROMAN provides the services of a senior education expert. Core services include:

  • Collect qualitative and quantitative baseline information to enable a comprehensive and critical assessment of Education Reform Plan 2009-2010;
  • Undertake consultative meetings with selected stakeholders;
  • Liaise with the focal point at the Ministry of Education in relation to the Assessment exercise of the Reform Action Plan;
  • Ensure relevance of the Assessment Report in relation to the development of a Medium Term Education Sector Strategy 2011-2015 based on findings and consultative meetings;
  • Produce an Assessment Report of the Education reform Plan 2009-10 that should also include a set of strategic recommendations to better inform the development of the Medium Term Education Sector Strategy 2011-2015.
