Detailed description of project Back

Action to improve access to voluntary family planning and reproductive health care and to overcome the barriers has not been efficient and sufficient in the past on the part of countries themselves, due to the controversy and sensitivity surrounding sexual and reproductive health and the low importance often given to women’s health — but also because governments have not been successful in reaching the vulnerable groups, such as young, unmarried women and the poor and marginalised populations. The role of civil society organisations (CSO) in complementing and supporting the efforts of the public sector is therefore essential. The purpose of the Call for Proposals “Promoting sexual and reproductive health and rights — universal access to reproductive health” is precisely to complement governments’ and donor agencies’ bilateral efforts by promoting the role and work of CSOs in advocating universal access to reproductive health and rights, and showcasing cost-effective and sustainable service delivery, with a view to accelerating progress towards MDG5.B in the world’s poorest countries and regions.

The objective of this consultancy is to recruit a team of assessors to assist the Contracting Authority in the selection of the best proposals received under this Call for Proposals and to achieve a high-quality, complete and coherent selection process of projects in line with the criteria set in the Guidelines for applicants

Type of services provided

PROMAN provides the services of six of the eight Senior Assessors and the Team Leader, while B&S Europe provides the services of the remaining two. The evaluation is done in two phases:

Evaluation of Concept notes (CN): (8 Assessors and TL)

  • Reporting of individual evaluation grids and written assessment comments in electronic format in compliance with the published evaluation gridfocusingon the relevance and design of the action;
  • Submitting a signed original summary table of each expert’s evaluations;
  • Reviewing (Team Leader) the assessments to ensure the maximum quality of assessment and coherence in the comments and scores given, as well as coherence among assessors.

Evaluation of the Full proposals (FP) (3 Assessors and TL)

  • Reporting of individual evaluation grids and written assessment comments in electronic format in compliance with the published evaluation grid focusing on the financial and operational capacity, feasibility, sustainability, budget and cost-effectiveness of proposed action;
  • Submitting a signed original summary table of each expert’s evaluations;
  • Reviewing (Team Leader) the assessments to ensure the maximum quality of assessment and coherence in the comments and scores given, as well as coherence among assessors.

PROMAN is responsible for backstopping and quality control.
