Global objective

Guide the European Union (EU) and partner countries in ecotourism development actions in selected protected areas in sub-Saharan Africa, Latin America and Asia based on lessons learned from former studies and success stories.

Specific objective(s)

The specific objective of the study is to facilitate decent jobs creation and sustainable growth through a sustainable tourism “value chain” in protected areas in developing countries by:

  • Analysing some concrete examples in the different geographical areas (Africa, Latin America, Asia) and the different ecosystems where success stories have been possible;
  • Defining the necessary steps and measures to be undertaken in order to adapt in places where the replicability seems possible;
  • Preparing policy papers that can be developed for practitioners and decision makers;
  • Defining some of the necessary low impact infrastructure that can be built in order to foster tourism hospitality;
  • Defining the eventual financial needs.


Academic Qualifications

  • Advanced University Degree (preferably in Tourism or Economics).

Professional Experience

  • The expert shall have at least twelve (12) years of experience in eco-tourism development.
  • Experience of working with private sector high-end tourism operators and community tourism initiatives in Sub-Saharan Africa, Asia or Latin America (min. 5 years), and be up to speed with the latest trends and needs within this sector.
  • Experience (min. 2 previous missions) in Financial Modelling of Tourism Development projects.
  • Experience (min. 2 previous missions) in Concept Design of Tourism Development projects, with the ability to visualize potential with very little base infrastructure in place.
  • Experience of Eco-Tourism ventures in logistically challenging areas will be an asset.

Language skills

Excellent mastery of either French or English (written and spoken) (Level C2 or equivalent). A good knowledge of both languages is an advantage (Level C1 or equivalent in English or French as a second language).

Other requirements

This mission will require the consultant to be able to work as part of a team, to adapt to various socio-cultural contexts and to be based in isolated and potentially insecure rural areas. The consultant’s organisational skills, listening skills and ability to reproduce study results with clarity will be needed.

NB: The expert will have to face the challenges posed by tourism in isolated and / or unsecured areas.
