The overall objective of this project is to improve the impact of the EU policies and interventions on private sector development and engagement, trade and economic integration in partner countries, including associated human resources development, with a focus on vulnerable countries and in particular those most affected by the COVID-19 crisis.

The specific objective of the project is to improve the capacity of EU delegations and headquarters to programme, design and implement TPSDE interventions using the available programming tools.

Qualifications

S/he will be the main counterpart of INTPA.E2 for the management of the contract and will be responsible for ensuring high quality of the deliverables of the project. This expert will provide the strategic vision of the assignment and will supervise and coordinate the inputs of the other key expert and non-key experts (advising on their identification and mobilisation to be approved by the project manager). S/he will advise on the identification and implementation of activities. This will include, among others:

  • Steering and managing the assignment as a whole, carrying out a major part of the day-to-day work, dispatching tasks to the other experts of the team;
  • Supervise the elaboration, production and quality control of the project outputs, studies and other tasks requested by INTPA.E2;
  • Ensure the timely preparation of the progress and annual reports and quality control of reports prepared by short-term experts;
  • Define and implement an action plan to enhance INTPA’s engagement with the private sector for development (including a framework for engagement with businesses; a structured dialogue with businesses and the support of European businesses and SMEs internationalisation in developing countries in line with the future external investment plan).

To ensure these tasks, the team leader should have the following abilities:

  • Flexibility, adaptability;
  • Sense of priorities and capacity to understand the needs of EU Delegations and INTPA headquarters, adapt and be forward looking;
  • Good attitude and capable of providing good spirit of work and collaboration within the team and with the different stakeholders;
  • High level of ethics and service-oriented person .

Qualifications and skills:

  • A university degree in the areas of economic, social or political sciences;
  • Excellent written and oral communication in English and French languages;
  • Good knowledge of Spanish.

General professional experience:

At least 10 years professional experience covering the formulation and/or implementation and/or evaluation of international cooperation policies, programmes and projects.

Specific professional experience:

  • At least 8 years of experience related to the formulation and/or implementation and/or evaluation of international co-operation programmes in the areas of private sector development and engagement, trade, sustainable investment, regional economic integration;
  • At least 5 years’ experience of work with countries eligible for DCI;
  • At least 5 years’ experience as a team leader in the area of private sector development in international cooperation programmes/projects;
  • At least 5 years’ experience of work with the European Union funded programmes and/or EU Delegations;
  • Experience working with the private sector will be considered an asset;
  • Experience of work as a trainer will be considered an asset;
  • Experience of work with fragile states (as per the OECD list9) will be considered as an asset.
