The overall objective of the study is to obtain a Secretariat that is effective and is fit-for-purpose, and to equip it with the means to achieve its mandate as set out in the revised Georgetown Agreement [ACP/27/005/18 Rev.13].

The specific objectives of the study are to:

  • Produce a report that :
    • Assesses the strengths and limitations of the present organisational structure of the Secretariat of the OACPS; and
    • Identifies areas for reform that will enable the Secretariat of the OACPS to be “fit-for-purpose,” with an organisational (managerial and operational) structure that takes into account the need to design and group jobs within the Departments, with a view to aligning them to the OACPS’s strategic objectives, thereby reducing duplication within and across departments and units. To this end, the Secretariat of the OACPS’s Macrostructure will have to be evaluated: Analysis of roles by position and Department, at the Management level, and the Microstructure: Analysis of the workload at the operational level.
  • Identify ways to achieve better synergies, efficiency, and effectiveness across all Departments and Units of the Secretariat’ of the OACPS. Proposals should aim to reflect the vision and ethos of the Revised Georgetown Agreement, and the Nairobi (Nguvu-Ya-Pamoja) Declaration of the 9th Summit of OACPS Heads of State and Government.
  • Recommend two (2) or more possible scenarios for an optimal organisational structure of the Secretariat of the OACPS that would effectively and efficiently meet its mandate, providing the pros and cons of each scenario.


  • Expert category: Cat. I (>12 years of experience);
  • Qualifications and skills required: University degree in Human Resources Management or related fields;
  • General professional experience: Certified relevant professional experience of at least fifteen (15) years in sectors involving organisational restructuring, recruitment and selection, job evaluation and job design, and compensation and benefits for international staff;
  • Specific professional experience:
    • At least twelve (12) years of experience in service delivery improvement mechanisms, in general, and in the public sector in particular is required;
    • Extensive experience in handling international and local staff issues during a change management process in an international organisation or similar working environment;
    • Extensive experience in institutional adaptation and modernization to international employment and labour standards / contracts / agreements / operating contexts;
    • Vast experience in drafting reports, rapidly and concisely.
  • Language skills: English: Level C2 and French: Level B2
