The overall objective of the project of which this contract will be a part is as follows: to assist the Government of Malawi in creating an enabling business environment for MSMEs and strengthen labour related laws, for the attainment of decent job creation, and sustainable economic growth in Malawi in consultation with MSMEs, development partners, and other stakeholders.

The purposes of this contract are as follows:

  • Purpose 1: to create an enabling business environment for MSMEs in Malawi. The intervention will contribute to efficient operations of MSMEs by addressing the key constraints to an enabling MSME environment that discourage their establishment and growth. To this effect, the programme will support the establishment and functioning of a multistakeholder policy dialogue platform (SME Forum), addressing policy related issues affecting MSME operations, and further support operationalisation of the SME Law in Malawi.
  • Purpose 2: to improve the regulatory environment and promote observance of labour laws that address decent work deficits in Malawi. The intervention will contribute to improved delivery of labour inspection services and occupational safety and health (OSH) inspections for the MSME sector and Malawi in general, and improved voluntary compliance by MSMEs and beyond.

Of particular attention, this assignment will include analysing and exploring drivers of the informality in the MSME sector, and identifying means of encouraging formalisation of the sector. The project will benefit from other EU interventions on fiscal policy and domestic resource mobilisation under the Chuma Cha Dziko – Public Finance Management programme.

The experts will further assist the Government in developing technical specifications and facilitate the process for any procurement needed under the support areas.

Qualifications

Qualifications and skills:

  • The expert should have a University Degree in Occupational Safety and Health, or Public Health or Occupational Health or equivalent field from recognized institution*, or 12 years equivalent relevant professional experience. (*Recognised institutions refers to accredited institutions by international or national higher education oversight body)

General professional experience:

  • The expert will have at least 8 years’ experience in the development of occupational health programmes, policies and regulations and decent work related, labour law reviews, and delivering capacity building initiatives in labour laws and OSH.

Specific professional experience:

  • At least 4 years’ experience in providing OSH related expertise advice to workplaces or institutions;
  • At least 2 years’ experience in the area of labour law reviews;
  • At least 2 years’ experience in development of regulations or guidelines for safety and health, ideally in Sub-Saharan Africa;
  • Knowledge in policy dialogue, formulation of profiles or programs related to Decent work would be an asset;
  • In-depth knowledge of labour related laws would be an asset.
