The objective of this assignment is to provide Technical Assistance to the Government of Curaçao in the programming of the 11th EDF. Technical Assistance towards the programming of the 11th EDF was previously provided to the Government of Curaçao during the period 2015-2016 under the TCFIII 10th EDF for an amount of € 124,000. This contract was deemed to have been fully concluded. However, only the Summary sheet was officially submitted by the Government and approved by the Commission.

The specific is to assist the Government of Curaçao to programme and formulate the 11 EDF, including an assessment of the sector intervention, a consultation of stakeholders and the drafting of the programming and the action document.

All EU funded actions will promote the cross-cutting objectives of the EC: environment and climate change, rights-based approach, persons with disability, indigenous peoples and gender equality.

Qualifications

Qualifications and skills:

  • A Masters' degree in one of the following fields: Social Sciences and Development, Urban Studies, or equivalent.

General professional experience:

  • At least 12 years' experience in the sector related to the lot.

Specific professional experience:

  • At least 5 years of specific experience related to the conceptualisation, design, development and implementation of resilient models of community needs development through the effective involvement of civil society organisations, community outreach programs and the services that are necessary.

All Experts - Common Skills

All experts shall have the following skills:

  1. Excellent knowledge of EDF programme and project formulation, implementation guidelines and requirements;
  2. Computer literacy and proficiency in MS Office;
  3. Excellent oral and writing skills in English;
  4. At least one of the experts should be proficient in Dutch. If none of the experts is fluent in Dutch, they can use the services of an interpreter.

The following would be considered as assets:

  1. Experience in working on similar projects in the region and/or SIDs;
  2. Proficiency in EU development programs or regional cooperation.
