The overall objective of the project of which this contract will be a part is as follows:

The overall objective of this contract is to improve the education sector governance and financing, with a link to the Public Financial Management Reform (PFM), public administration reform and nutrition and education nexus, in order to support achievement of SDG4 “Equitable Access to quality education and improving learning outcomes for primary and secondary students”.

This Technical Assistance is part of the complementary measures envisaged in the “Basic Education Support Programme in Lao PDR”, delivering through a budget support modality.

The purposes of this contract are as follows:

  • Purpose 1: To strengthen the links between resource allocation, management and execution of the education sector with the overall national PFM and public administration reforms;
  • Purpose 2: To improve the alignment and harmonisation of sector policy and support.

Qualifications

Qualifications and skills

  • Graduate university degree (Master’s degree or equivalent qualification) in Education or Economics or Public Financial Management or Social Sciences or equivalent relevant, directly related discipline;
  • Or equivalent proven professional experience of at least 2 years in the Education sector for a Bachelor’s degree holder (in addition to below general professional experience); and
  • Proficiency in English oral and written (minimum level C2).

General professional experience

  • A minimum of 10 years of professional experience combining education sector policy reforms and/or education planning and education financing;
  • A minimum of 3 years of professional experience in Public Financial Management (this experience of 3 years can be included in the experience duration above);
  • Experience as team leader gained in at least 3 projects managed for public or private sector and/or donor funded projects.

Specific professional experience

A minimum of 7 years of professional experience working within a ministry or any public entity as a public official/employee or external advisor/consultant. in one or several developing (economies) countries (or Least Developed countries) gained in at least one of the following fields (preferably more than one field):

  • Education policy formulation, review and/or analysis;
  • Education financial planning and budgeting (annual and medium term);
  • Capacity development or human resource development for education sector.

The following professional and technical skills would be an advantage

  • Experience in minimum three projects demonstrating knowledge in EU Budget Support and in compliance assessment with results framework (general and specific conditions);
  • Familiarity with EU development cooperation projects and procedures;
  • Experience working in South East Asian Countries.
